That big patch last week was the meat and potatoes of RoI. All the geometry, textures, weapons, etc.. When you buy the "preload" for it, there's no download at all. It's just already installed. I expect a small 400 kb-ish patch on launch day to activate everything and that's it. Makes sense, as even people who don't own RoI will still need all of the new weapons and armor and such so that they can inspect other players.

Explains the size of the patch, why we can already see new rooms and such, and why last-gen gets no more updates. Woot!

Also, The Rise Of Iron PS4 Preload is supposed to start on the 19th. SGA: You might want to leave your console on all day or adjust your background download settings for sleep mode so that it auto downloads during sleep/low power mode.
(or you could turn on the setting for wake over LAN, so you can queue up the download from work or wherever via the website, app, or Vita)
