It's a random drop at the completion of the Heroic "Wrath of the Machine" raid. It drops as an engram when Aksis dies, along with the other possible drops (Pulse Rifle, Hand Cannon, Helmet, Class item). Reddit estimates that the drop chance is 1%.

To be fair, it's not like it's called a collection in game. (reply)
