I was under the impression that most of the folks in the Tower weren’t Guardians. Rahool, Tess, and Jalal specifically.

Sure. Maybe even most Awoken that came to earth are still alive. Soon we’ll even get to see Mara and Uldren’s unhappy reactions to encountering on of their people who has been killed and brought back as a Guardian.
