Great video here from CoolGuy, examining Outbreak Perfected. He begins with the observation that OP performs far better than its stats suggest it should, then does some nitty gritty testing of things like bullet magnetism, flinch (both incoming and outgoing), recoil direction, range, and general stability. He then includes a detailed breakdown of how the nanites behave, and the debufs they apply. All of this info is per-catalyst, so keep that in mind.
